The Parish of Caddo joins the entire Caddo Parish community in mourning the loss of former Caddo Commissioner, Commission Clerk and staff member Todd A. Hopkins.

Todd joined the Parish of Caddo as a computer operator in 1990, and served faithfully in various roles including Director of Fleet Services. In 2010, he became the Clerk of the Caddo Parish Commission until his retirement in 2020 after 30 years of service to the Parish.

Unable to ignore his calling to public service, Todd was elected to the Caddo Parish Commission in 2020, where he served the citizens of District 1 and Caddo Parish until his term ended in 2024. In addition to his service on the Commission, Todd also was elected mayor of Oil City from 1993-2004, and was a member of numerous community boards.

“Todd Hopkins dedicated his life and work to serving the citizens of Caddo Parish,” said Caddo Parish Administrator Erica R. Bryant. “Committed to service, he brought a spirit devoted to making Caddo Parish a great place. He will be sorely missed, but he leaves an indelible mark on our organization and Parish.  We will continue to honor his legacy, and our thoughts and prayers are with his family, loved ones and our citizens that he served,” said Bryant.
