CADDO PARISH LAUNCHES YOUTH LEADERSHIP ALLIANCE TO CULTIVATE THE NEXT GENERATION OF CIVIC LEADERS

Caddo Parish, LA– In an effort to continue the cultivation of civic-minded young leaders, the Caddo Parish Commission announces the formation of the Caddo Parish Youth Leadership Alliance (CPYLA), a youth-led council designed to empower high school students through leadership development, civic engagement, and government education.

On Monday, August 4, the inaugural members of the CPYLA were officially sworn in by Parish Attorney Donna Frazier, marking the official launch of the council’s first operational year.

The initiative, championed by District 7 Commissioner and now current Commission President Stormy Gage-Watts, was conceptualized in 2024 to address youth concerns and strengthen their role in public affairs. Upon recommendation by the Caddo Parish Commission’s Juvenile Justice Committee, the Caddo Parish Commission approved the establishment of CPYLA in October 2024.

The CPYLA serves as a platform for high school sophomores, juniors, and seniors from across schools in Caddo Parish. Members were nominated by school leadership, selected for their academic eligibility and leadership potential. The council will convene from September to May, with additional year-round planning and community initiatives.

“Our youth are not just the leaders of tomorrow—they are the voices of today,” said Caddo Commission President Stormy Gage-Watts. “The Youth Leadership Alliance gives our students the tools, mentorship, and platform to advocate for themselves and others. It ensures their insight helps shape the policies that affect their lives and the future of our parish. We’re not just teaching young people about government—we’re giving them a seat at the table,” said Gage-Watts.

The CPYLA’s goal is to foster collaboration between youth and local government officials, and provide educational opportunities and leadership development.  Students will interact directly with Caddo Parish Commissioners, Parish Administration, and department heads, gaining hands-on insight into how local government functions. In addition to observing Commission meetings, members are expected to provide input on youth-related issues, ensuring their perspectives are heard and integrated into discussions about policies and parish services.  Each year, CPYLA members will elect a chairperson, vice-chairperson, and secretary to lead the council.
