Accounting
The Accounting Division functions include:
- Collection and custody of all funds due to the Parish Disbursement of funds from the Parish treasury in accordance with applicable laws and budgetary restraints
- Maintenance of a centralized accounting system utilizing nationally accepted standards
- Provide assistance to the Parish Administrator in the preparation of the Annual Operating and Capital Improvement Budget
- Timely payment of principal and interest on Parish indebtedness
- Prudent investment of all Parish funds
- Preparation of monthly statements of revenues and expenditures
- Preparation of Parish payrolls and timely accounting for all employment taxes and deductions
- Maintenance of public records
- Application and accounting for federal and state grants
- Preparation and publication of the annual audited financial report
- Preparation of all regulatory and credit rating reports
- Issuance of all parish business licenses
Opening a New Business
To open a business in Caddo Parish (outside of incorporated municipalities) follow these steps:
- Obtain a Certificate of Occupancy All businesses (even businesses run from your home) that are within the Shreveport Metropolitan Planning Commission boundaries (roughly 5 miles from the city limits) must obtain a Certificate of Occupancy prior to applying for an occupational license.

This license requires a minimum fee of $50.00 or a prorated fee of $25 (cash, credit card, money order, or check) if start of business date is on or after July 1st. Occupational License - Occupational License tax is due and payable upon commencement of the business. The Parish may issue a temporary license to conduct business for a period of 30 days if requested. Temporary license must be updated after 30 days, and the original license will be mailed. This license requires a minimum fee of $50.00 or a prorated fee of $25 (cash, credit card, money order, or check) if start of business date is on or after July 1st.
Alcoholic Beverage License - Alcoholic Beverage License shall require the completion of an application supplied by the parish, shall be sworn to, and shall be accompanied by certified funds, in the proper amount payable to the parish.

Annual Renewals for Occupational Licenses: Occupational Licenses are renewed annually beginning October 1st for the coming year and are delinquent March 1st of the following year (the year you are renewing for) and a late fee will be assessed to all license renewals received after that date. Renewal forms are sent via mail to the mailing address on file. We must have your signed renewal form to process your renewal. It is the responsibility of the business to renew annually & maintain compliance. If you do not receive your renewal form for any reason, please contact the Finance Department at (318)-677-5372 and we will be happy to assist you.
Please use the corresponding Occupational License Tax Table for your business in the Tax tables & Documents tab on the business licenses page under finance at Caddo.gov to calculate your license renewal tax amount. If you are unsure of which table applies to you, please refer to your renewal form next to the words “Business Class” or contact our office if you have any questions. (Service businesses should use the Retail Dealers Tax Table.)

Alcohol & Gaming License Renewals: Alcohol and Gaming license renewal applications are renewed annually beginning October 1st for the coming year and are delinquent December 1st. A late fee will be assessed to all license renewals received after that date. Any business that fails to renew their Alcohol or Gaming Licenses prior to December 31st will lose the privilege of conducting a business dealing in Alcohol or Gaming until a new application has been filed and approved with all fees paid in full. Renewal forms are sent via mail to the mailing address on file. Renewal applications must be filled out completely to be approved. It is the responsibility of the business to renew annually & maintain compliance.
