Born in Itzehoe West Germany, moved to north Caddo Parish in 1965, where he spent all but 10 years while in college.
Married to Karen G. Hopkins, three grown children Rachel, Meredith and Brandon and seven grandchildren.
A retired Parish of Caddo employee after 30 years, Todd served as Clerk of the Caddo Parish Commission (2010-2020), Director of Fleet Services (1993 – 2010) and Sign shop supervisor (1991-1993).
Former Mayor of the Town of Oil City (1993-2004)
Former owner/partner of Bon Temps Bar and Grill on Caddo Lake (2000-2002)
